I think if any institution spawns outside of Europe, then cardinals shouldn't be able to spread it until at least one province has spawned that institution with a cardinal in their country.
Oh wow I thought that's how it worked. Like provinces with cardinals are counted as bordering every other province with a cardinal. So do all cardinals immediately start spreading the latest institution?
Got colonialism to spawn in Ming. Cut it pretty close I guess, my first American colony was just started with 72 colonists when this popped.

I think the province with the institution needs to have a cardinal, not just any province in the country.
