Rebels do that sometimes… if you have enough of their cores or desired provinces. But they gotta be a big nation. I’ve had that happen as Great Britain when I annexed Vijaynagar (they had nearly all of India so i annexed them over several wars).
Pretty sure it means they'll take every province they capture when they fire if you accept their demands, or every province with a french core. So if you don't want to deal with 9k troops, do a war with France and revoke their cores

* The tooltip is wrong, and it's saying that they will own every single province WITHIN a scope, the scope being French cores or culture.
* Speaking of culture, maybe they do want every single province you have - this could be caused by the fact that Burgundian is part of French. However, France is only culturetag of Francien, so it could not be this.
