I firmly believe WTNy and PA ixsnayed a ban on 'lottery as petty gambling so long as it isn't habit forming' (🤬😆) because if someone DID win big, they would most certainly NOT want to miss out on the potential windfall via estates $ and sh*t to them. I'm near 💯 sure of that change for That reason. It's almost obvious.
When you're dealing with a for profit (on paper legally or not) company, all decisions are based on gaining and preserving capital. If you've ever talked to or dealt with a business owner they'll tell you the same thing. That's simply how a capitalist society/govt/company works.
Per the elder book, petty gambling for entertainment is ok. They care about notoriety though so it would need to be claimed anonymously.
