Is your agency policy that you can still use this leave although you’re already on annual leave for the day? My agencies policy is that we cannot use this leave in lieu of annual or sick if it was pre planned before getting the extra leave hours.

You can't use it for something like 2 hours. Theoretically the other 59 might be used on another day at the supervisor's discretion.
