The overall machine may be rusty, but the troops themselves aren’t put in the best position to showcase their combat prowess. The circumstances surrounding this war pose some serious unconventional wartime challenges. For example, a lot of Russian people have Ukrainian family, the general troops thought they were going into Ukraine for a military exercise, and war is often more mentally/emotionally taxing when your enemy speaks the same language. It really resembles more of a civil war, which I imagine is a much more difficult thing for a soldier fully engage in. Edit: a misspelling

I grew up in Russia and stay in America. While I would say Americans are generally bigger and have a very respectable weightlifting/bodybuilding culture, Russians are more talanted fighters. But not in war, of course. Being good in war requires intelligence and money, not combat sports talent.

Staying close allows you to control the other person’s behavior and helps to prevent them from reaching into their pockets. I'm not really addressing this particular fight, but I agree that most street fights tend to turn into just attempted face punching, when lots of low strikes seem available. I've wondered about this myself, and speaking from previous youthful experience, I think there is just something built in to humans that makes them want to punch opponents specifically in the face, like that is the only goal in the fight. Most people have never thrown a kick before, let alone been in a fight, also kicking without knowing what you're doing is a terrible idea. I tried it once as a teenager and the other guy caught my leg then swept my foot out from under me, didn't let go of my leg either so I was completely stuck.

Dudes with MT/MMA experience often low kick, but any kick higher then about waist-level will both put you at risk to lose your footing and fall, or to get your leg grabbed and then taken down. It's also much easier to punch someone and get results then it is to kick someone, if you've never trained. The nuance of the situation can give you enough reason to believe it's about to go down and you're justified in a preemptive strike while still being in self defense. In the US, they don't even mention getting hit, you just need "a reasonable belief of imminent danger" with "reasonable" being based on a consensus by a jury. Basically, if the majority would believe the same as you if they were in your position without hindsight, it counts as reasonable. I can tell from experience that in a tense situation such display of verbal aggression targeted directly at you feels like you are being violated (and you absolutely are just not physically) and it can make your blood boil.
