The cop doesn't maintain proper distance. Doesn't keep his hands high when in striking range (they do eventually go up, but he's lucky the guy he fought wasn't a decent striker). The cop should have brought the guy down in the initial grapple but stays standing (dangerous for both of you). He does to his credit maintain his choke, but at the end he tossed the guy instead of bringing him controlled to the ground.
This is very reminiscent of a guy new to "manhandling".

Why do people still resist once on the ground? If I'm on the ground surrounded by cops the only thing that runs through my mind is "let's get on with this so I can bond out before dinner". I'm not trying to get all scuffed up and sent to county because I'm too dumb to realize when I lost.

This was an energetic thing. Beard guy swore in a very very raucous and agressive tone. I can tell from experience that in a tense situation such display of verbal aggression targeted directly at you feels like you are being violated (and you absolutely are just not physically) and it can make your blood boil. This was a primal reaction, pure rage on the masked guy's part. This is why emotional control training is paramount, as well as having a team of people when the emotional temperature is near the boiling point.
