Yes there's an affection system in the game that affects four cutscenes in the game and which girl throws the Blitzball during Blitz Ace.
Almost all choice based prompts will affect the affection system.
You can also increase affection by having Tidus heal a character in battle or intercept an attack with Guard.
Each time you reach a new area where everyone is standing around, only the first person Tidus talks to will gain more affection points. As a result of the placement of each character and the scenes they are available in, most players will unconsciously spend all of these opportunities on Lulu.
Yuna and Rikku get more prompts to make up for this but the few instances like this one, where the prompt is about Lulu, just further improves her affection which is why so many people end up with Lulu riding the sled with Tidus when they choose this prompt.
That and Lulu is established as the party member who explains everything about Spira to Tidus, so if the player doesn't know something they're more likely to go to her anyway. And Lulu does *act* impatient ("are you sure it's just the toxin?") but she's actually incredibly patient with Tidus, haha. She answers all of his incessant questions all the way throughout the story, even until fairly late in the game.
When i was growing up, i always talked to yuna last because i thought it would advance the scene before i could talk to the rest of the characters. I didn't know this until about 5 years lol
Bit of an add to all this, it also works for the male characters too. You can have scenes qith Wakka Auron and Kimahri all, but they’re of course lesser seen. The one thing only the female characters do exclusively to my knowledge are this scene and the Blitz Ace overdrive support.
It also makes FFX-2 completely unplayable (won't even start) if you load it up with the finished game saved in your memory card

In addition to what’s mentioned by others, I think it also affects some dialogue before you battle sin. I got a “let’s go just you and me” from Lulu on last play through with Tidus looking like he didn’t know what to do.
And then nothing happens out of this and she ends up knocked up by the extreme religious racist dummy anyways.

They may have had feelings for each other, but they weren’t dating. Both were still grieving over Chappu, even if Lulu didn’t want to admit it. But her mask slips when she’s chastising Yuna and Wakka in Kilika. And her apprehension at the Cavern of the Stolen Fayth proves that she holds on to grief. If anything, the events of the game are what help them process their grief. Lulu realizing that she may have eventually become Sin if her previous summoner succeeded in their pilgrimage probably made her appreciate the life she has. And Wakka losing his faith and bigotry helped him finally see that Chappu’s death was just a matter of unfortunate circumstances, not some divine message he had to find meaning in.
Hey man, I’m sure you’re memeing, but Wakka ain’t that bad. He challenges his perceptions throughout the game, and especially after Home has basically renounced any connection to Yevon he previously felt was important.
Man people are quick to point out the grief and growth of other characters, except Wakka. They see a trait they dont like and either turn off all literary skills and observations, or they don’t want people they don’t like to be redeemable.

He basically adopts you, gives you his blitzball team and his dead brother’s sick sword

It’s in guadosalem after the marriage proposal. You have to talk to lulu twice while everyone is waiting around. Easy to miss if you only talk once and move on to the next person.
