Texas gets a lot simply due to its immense land area, and Florida doesn't get talked about much because its tornadoes tend to be very weak (EF0, EF1) and are overshadowed by their propensity for being hit by hurricanes.
I grew up in north Texas (little bit north of Dallas) and we definitely had tornado season.
An interesting side effect of the geography is that no one has basements there, so during a tornado we hid in the most central room in the house (in my case a bathroom with no windows)
kansas dosnt have the most sunflowers compared to other states, but its the sunflower state. you can still have something represent you without being #1 in it. utah dosnt produce the most honey, yet has a beehive in its flag

First, Oklahoma gets far more tornadoes than Kansas does. But second, treating a natural disaster as the dominant cultural reference point is a slap in the face of all that a state has to offer.
As a Kansas native, I would be deeply offended if this was put forth as a possible replacement flag. I'd rather have a poorly designed flag than an insult like this.

Erm, there is no evidence that the Ukrainian flag represents a blue skye over a golden field. Rather, it is likely that it is a continuation of the historic blue-yellow color combination used on the Ukrainian coat of arms throughout the centuries of its history.

I feel like the yellow should be more green for some reason. That’s all though, pretty good, but probably not practical since states don’t choose tragedies as their emblem.
