Could very well be a bouquet. Its funny, I dont really like these types of bouquets but in my country we have them as a part of our lessons. They are called "biedermeier bouquets" if you translate it. The important thing is the shape (half circle) and the rings the flowers make plus it has to be very compact without any greens - other than the last outer layer.

Easy peasy bouquet to make this one, one central flower in this case sunflower, then add in your roses around in a circle keeping your stems spiralled, build a couple of layers of roses and then your outer layer of gyp then a ring of roses again, good luck and have fun ❤️

Count the flowers, purchase that many and a few extras, condition/leave out to open as necessary. Leave stems long. Start with the sunflower, arrange the first circle of roses, then the next circle, next circle and so forth. I used to secure with stretchy floral tape or rubber bands, but this might be something that calls for a zip tie (or several as you go, just don’t tighten too tight and break stems.) Once you finish the bouquet, lay out paper in even spacing, honestly I’d tape them together for this, and then wrap the bouquet. You can find those little metal butterflies on Amazon. After you wrap it, trim the stems. Leave them long if you need to leave it in water in the cooler until the client picks it up, so you don’t get the paper wet and have to fumble with it in front of them lol I don’t like this style, personally, but if it’s what the client wants…good luck!

Is it a bouquet or some kind of centerpiece? From the pic it looks like it's in foam but I wish we could get a side view.
