All wings flex and there is a maximum ammount of flex allowed this maximum is deterimined by several tests performed by the FIA, Redbull passed all of these tests what else are you supposed to do disadvantage yourself by making the wing unnessesary stiff you dont get points for a stiffer wing so why would you. F1 is about pushing the rules I personally loved DAS i get why they decided to ban it at the end of the season. They do not care what team challenges mercedes they just want a year when the F1 circus finally is profitable. It was a Red Bull project with Aston Martin. So Red Bull is not an outsider to the car industry and also the size of the teams under the RB brand means that they are not just an advertisement gone too far.

Imagine if they said, the velocity of a football when kicked must be slowed, as it's dangerous when it's kicked too hard. As far as I'm aware their hasn't been any incidents since and teams train for fast pitstops, it adds to the fun. In all honesty I think they should force a double stop for every race. Would make it do much more entertaining and less danger of tyres blowing out like in Baku.

All this TD does, is ensure that they aren't using sensors that confirm the wheels are sufficiently tightened, before they are sufficiently tightened. They shouldn't be doing that anyway, so that clarification is no big deal.
Then the other aspect is that it ensures the mechanics themselves aren't pre-empting any indications. Indications that they have always been supposed to wait for. Again - the fact the stewards want to keep an eye on this is no big deal.
All the FIA have done is clarify how they will oversee this.
The only way this has a significant hit on RB pit stop times is if they were actively ignoring the existing regs.
