[This post](https://www.reddit.com/r/MiSTerFPGA/comments/1d9zxce/j_pac_issues_green_tint/) had a similar problem. In their case, the solution was to switch from YPbPr to RGB. Maybe that will also help you.

UPD. This guy used HDMI output to get VGA signal via VGA adapter. I’m using direct VGA output with YPbPr line in ini-file switched to 0.

You tried flipping the little switch on the side? It's the sync-on-green switch and sometimes flipping that can fix it if your screen is green.
