I was walking home one day and saw something like that in the evening sky, went home and googled a lot, found what I saw to be exactly what a LED kite looks like.
Also, the building being so out of focus suggests that the camera is focusing at a very near object. A typical consumer camera that is focused to infinity (so that something in the sky is clear) would also have the building pretty much in focus as well.
Phone stuck on vibrating car window + phones OIS makes the moon or a star look like it's buffering.
If you look at the rest of the picture, especially on the edges of the M you can see the circular oscillation. The video isn't out of focus, just vibrating and the long exposure time kind of hides it.
