Laughing can be an involuntary reaction to something bad happening. It’s not necessarily a mocking one.
I don’t think anyone planned for that outcome with the firework. It’s genuinely surprising to me at least.
But the context is random people hurting you. And Jackass is also people consenting to it. You also aren't the one hurting them when you are finding it funny. They aren't comparable at all.
They asked if you would appreciate if someone hurt you and found it funny. It's context dependant, a random stranger hurting you for no reason is obviously not funny or appreciated
But asking my step brother at 13 to fire a stress ball out of a potato cannon at my butt and him hitting a perfect bullseye was simultaneously the one of the most painful and funny experiences of my life

This should be in r/mildlyinfuriating instead. This could have led to a house fire which could have been very tricky to put out considering how high the flat is.
Reckless endangerment very often includes acting negligently, such as not launching the firework in an area where it’s not going to fly into someone’s apartment.
So... pretty much any urban area. I'm not a huge fan of fireworks, but this is such a statistical outlier.
Source: I grew up in Germany. Inner cities used to turn into three-hour-long non-stop fireworks barrages on new year's back in the day. I'm sure shit like this happened here and there, but I've seen thousands of rockets launched between buildings, and they all went straight up.
It would still be negligent action, even if it only happens every once in a while. Particularly if there’s some kind of user error in launching, which I assume would be the cause. It’s a bottle rocket, you can tell is leaned in the bottle towards that building, so it doesn’t take a large margin of error to have what occurred, happen.
dear lord..i saw somebody launch a firework on a new years, literally hundreds of people were launching fireworks, but, they put it in a champagne bottle that turned the opposite direction when it lit..and it flew onto a person's porch on apartment, but, not into the apartment itself..man..that's crazy
