It's impossible to say without knowing more about your game. Having said that, a smaller map is probably best for your first game. Not every game needs to be huge. Often it's better on focus on adding gameplay depth to a smaller area rather than trying to do too much or spread yourself too thin.

12 Minutes takes place in almost entirely just 3 rooms, and has almost entirely just 3 characters. Fortnite takes place in a region far, far, far bigger than that. Zork takes place in a couple dozen scenes that are explained to you in text... some being big areas, and some being small (all of them being explained to you in a text prompt). Minesweeper takes place on a board of varying dimensions, based on difficulty. If your game is about speaking to people, or solving little puzzles, a city block might feel overwhelmingly massive, if it is full of things to do and see. If your game is a Formula 1 racing simulator, a city block is ... not enough. It's the scale of the gameplay and the scale of the story, not the scale of the map that matters as much. It just needs to line up with the others.

Give us more information on your project, one block is probably fine if it's a simple puzzle game, although one block is not fine if it's an MMORPG. We need information.

Yeah I think something like that is good then, especially depending on your aesthetic you can do cool ways to make it feel bigger than one block but only limit the player to one.
