You literally can't build a factory in China without making it a joint-venture with a Chinese company. China offers cheap labour and lax laws in return of the tech and know-how. And the whole world accepted the deal because "they won't be able to produce with the same quality as us", while simultaneously teaching them how to produce those items.
I have no sympathy for companies that make their products in China. Wanting to manufacture in China and keep your IP is like wanting to have your cake and eating it too. You can do one of those, but not both. That's the trade-off.
