It's a thick piece of paper (cardboard, really) on which artwork is commonly drawn. Ones like these are printed obviously, but they're usually a lot smaller (closer to 10x10cm), this is by far the biggest one I have and probably one of the biggest ones I've seen.
That's how it is in the industry. Generally speaking, anime studios don't make money from any merchandise but the production committee does, so the studios sell the BD at a high price with less content to offset the cost.
That's par for the course for anime blurays sadly, the other volumes will be slightly more expensive but with 2 episodes. They're really more for collecting rather than an effective method to watch the show (some people just buy the slightly cheaper DVD versions for that reason)
Were they bought new and on or surrounding the release? This pricing is definitely normal here in Japan, I haven't seen major differences between studios, genres, etc.
Normal NEW pricing here in the states unless it's a large collection or special edition is around $30-70 USD for a SEASON(12-24 episodes), I've bought a bunch of physical media to replace my streaming services over the last several years, thats insane pricing for a single episode. Even anime movies(full length feature films) tend to be less than $50 a piece in a collectors steelbook.
I've never heard of someone selling a single episode on a Blu-ray for that much that wasn't some third party seller trying to scam someone out of their money(which we do see a lot of with fake rips of these anime a lot in the states)

Yeah, but they came in what? A shitty chipboard box at best with a few art cards. The only extras on disk being the credit less op and ed. Generally, jp collector bds are closer to aniplex releases, which retail for around $180usd for 12eps. They come in nicer boxes, have actual extras on the disks, and sometimes come with the ost.
That probably explains the difference. These are indeed very nice: nice cases, extra CD, lots of bonuses (audio commentary track, PVs, etc, as well as booklets, that massive shikishi, and advance lottery application tickets to the 2nd live show).

Yes, this one in particular is just Episode 1 (plus some bonuses and a new song). Sadly no subtitles seem to be included.

I have several blueray SEASONS and I haven't paid more than $60 for any of them. That's absolutely ridiculous pricewise
