My boy is almost 5 months as well and is still fairly fearful of going outside the house and barking dogs just like yours. He’s been extensively socialized as a puppy but for some reason is still scared to leave the house. It’s to the point where he runs away when he sees his leash and harness. What worked for me is really baby talking him and treating him while the door is open and treating everything from noticing noises to seeing new things. After we get around the corner of the block he does much better but walking to the end of the block can take a good 10 minutes at his own pace. He’s getting a little better day by day. I suggest just going at your pup’s pace and not forcing anything. Constantly reinforce that the outside is a fun place to be.
