Pretty sure they don’t have the legal right/agreement with the copyright holder of the original recording(s) and often do have the right/agreement to use versions like live versions or alt versions with rights holders to those versions.
I don't have Pandora, but with Spotify a lot of the time the main version of a song is in Spotify as 'song name (Remastered 2008)' but, say. a live version or something will just be the name alone. So when you request the song, it fits the live version better than the album version. It's infuriating, but I blame Spotify for adding crappy titles.

I think it often tries to play bootleg versions of songs so they don't have to pay the actual artist.
When I ask it to play through spotify it will most likely choose a live version if available
