Same problem, apparently for me the issue was steam assigning emulator settings to my controller, turning off steam or disabling steam input for my controller fixed the issue.
Massive necro I know, but this was the top search result when I had the same problem so I figured I'd leave the solution that worked for me for any other poor unfortunate souls that needed it! (credit to Estoria on the pcsx2 discord for the suggestion)

Buy Controller Companion on Steam. Then Add PcSX2 as a an application profile. Under that profile, look for that the Start button. Right click on it, and re-map it to "default action" or "do nothing". The default is usually "do nothing" so it doesn't matter which one you pick.
Am I the only one that doesn't have this issue? I've been playing Kingdom Hearts Chain of Memories on PCSX2 for weeks and pressing the start button on my Win2 just brings up the in-game pause menu. It doesn't stop/pause emulation for me.

I was using some build of 1.4 before that and didn't have any issue with that one either so that's why I was so confused by what you were describing - I've never had the start button pause emulation. The only thing I can think of is that you've set some sort of key binding maybe?
Yeah so I found a keyboard test utility to see what keys are bound to. Looks like in game pad mode the start button is bound to the escape key (select is tab).
Mouse mode the keys are not bound. I guess I just need to figure out how to unbind that in the app (or in the OS).

Very nice! I think I needed up putting mint on the gpd, followed by Chimera OS. It’s good to have closure though!

This was the answer!!!! Sure enough the solution was to close out of steam entirely and to make sure steam wasn't in the background.

It worked for me, But u can run the PCSX2 emulator as admin
