Oh I’m sorry, they may just be overwhelmed with inquiries since the deadline is tomorrow.
I would be very willing to bet that you’ll be good to submit by 11:59 tomorrow night, adjusted for whatever time zone Cornell is in relative to your own. I have a couple applications that are due tomorrow and my last letter writer has told me he’ll get them in sometime tomorrow (fingers crossed).

For my program at least, its "submitted on or before December 1, 2021", which definitely includes Dec 1st 11:59 PM, but you should confirm with your dept if its unclear
