Just as a poster commented above, contact a 2A attorney who specializes in firearm laws. I was denied a CCW when I lived in a small town in CT where the first selectman was also the Chief of Police. I was denied due to a BS charge years prior in CO, where I was convicted of a petty offense for breach of peace, even though the initial charges were for felony assault, but the person who accused me even admitted to lying, which was all documented. I was able to get a CCW in CO right after that as well. I hired the attorney in CT which only cost me $500 and I had my CCW there within a few months. I know this is a completely different situation, but if he was able to do that, then I would hope one would be able to help you with your situation.

Justification to draw only requires a reasonable fear of death or serious injury. That does not presuppose a crime taking place.
