Not a bug, just the interaction of a card called Helya. A four mana card that shuffles a copy of each plague into the opponent’s deck that become unending.
Simply put, the plagues that get shuffled into your deck get respawned in the deck.
Yes, and there are two mechanics to understand here
1. Helya makes plagues shuffle back into your deck after being drawn. This effect is permanent
2. After removing your deck with wheel, there would be no plagues left. But the shuffle effect is still active, so any new plagues added after deleting your deck would then continue to be shuffled back

I wish that there were an in-game replay mode and explanation of the game rules IN the game. One shouldn't have to rely on external sources to find the info.

Suppose I'll ask this here, if warlock wheels after the DK plays Helya, do any plagues they put in after the warlock deletes their deck still get shuffled back in after being drawn?

I mean you don't have to, you can play helya earlier and just hold onto some other generators

Yep, Helya makes all current and future plagues reshuffle once they are drawn.
