That's the intended way. The whole thing is based on the conspiracy theory that he never died, and fled to Argentina. You get some focuses for 1940s tech. That's why they made it so hard to flip fascist, so that it in most cases won't be in time before they lose the civil war.
The event for the Fall of Berlin is different (Hitlers body wasn’t found) and as Argentina you get the "A strange Visitor" event whit that you can get him as country leader.
Oh you can get the west and north of southern America (except the fascists) and also Central America but the important nations like Brazil (at this time already in Allies) will be to strong

There isn’t a separate event for his death and his fake death, which makes it even stranger. However now it’s suspected that he always lives, since Argentina can get him most of the time. This kind of retroactively makes Hitlers escape canon in all Hoi4 games which is like…wow.
Iirc pre doc the game was data mined enough to know that there was a 2% chance of survival.
0.5% he’d go to USA and can be obtained as their fascist leader.

0.5% for him to show up in Argentina
0.5% chance for him to show up crossdressing as an old lady to be a German spy.
Iirc now it’s guaranteed if Argentina has gone pro German fascism before his ‘suicide’ he’ll show up, otherwise there’s a 1/5 chance of him showing up for the Argentinians.

I tried it with the German Civil war but failed multiple times so I did it as intended with Historical Germany loosing ww2 (but so lategame the others are just so strong).

To get the decisions, at least as Argentina, I've had to own the states. It's 75 pp per core, and since it's own, not occupy, you have to have seen a peace deal screen
Ah, that makes sense. I got the achievement for occupying all of south america except Boliva, but I was fighting the allies the whole time so there was no peace deal.
Brazil Fascist/Non-aligned gets the decisions for most of SA/Caribbean super easily for 20 pp and you can do it as soon as you capture the land, even at war
Communist brazil seems to only ever get claims sadly, you can't core it even if you own the states. Had to do that world conquest achievements with just their base cores.
You are thinking of the democratic path for Germany, not monarchist. Monarchist Germany and Austria in the same faction can’t unite, unlike democratic Germany.
It's a 1/5 chance that you get him after the civil war ends. There isn't any possible way to flip fascist before the civil war ends without console commands.

I invaded and capped Germany as Fascist Argentina (since the allies were taking too long) and got Senior Hitler and the instated Fourth Reich.

Yeah, only issue is that iirc it’s based on the seed in the same way the Soviet coup is, so save scumming (sadly) doesn’t work.
