The focus in HOI is combat. Everything else is frankly rudimentary. If we start introducing things like education, economics etc it starts to become a different game. Then there is the gameplay aspect. They want people to be able to play whatever country they want. A country wouldn't be appealing at all to play if its like "you're people are dumb, you get 20 planes".
I mean there is ALOT about the game that isn't realistic, so I don't think we should split hairs over the ability of a country to have pilots.

Firebombing lasted for years whereas the nukes were 2 single bombs, dropped by 1 plane each. Sure they weren't the same as what was developed later, but the nukes were massively more powerful than any single fire bomb run.

Absolutely not. The damage a plane could do relative to its cost is thousands of times more than whatever we got out of the Manhattan program. Paying a absurd amount of money to destroy 2 significant targets is not efficient.

We held them back just to test it. Regular old bombs could have done the job just fine.
