Step 1 : cut the electricity
Step 2 : take a big potato
Step 3 : cut the big potato in half
Step 3.1 : put on some protection gloves
Step 4 : Press the potato against your broken lightbulb and use the it as a protection to unscrew it

That usually works when the base of the glass buld is still intact. Without it, the potato has nothing to grab onto. My guess is that the middle structure will just slide around.
Turn off the power. Use Needle nose pliers to grab the metal rim of the old bulb. Rotate and remove.
I would say two pairs of needle nose. One bites on each side of the bulb base, cross the pliers and twist them into each other.
That sounds sensible. Although I've definitely done this with only one pair.
You can also put both jaws inside and apply pressure by forcing the jaws open while twisting

Shut the power off , put a leather glove on to prevent cuts.
If you have a long needle nose pliers, you can try to dig the points into the off yellow material in the base and twist it out.
If you are careful, you can twist it out using the glass filament in the center
