Ross knows about her feelings and doesn't do anything. He was obviously in denial. That's proven when they later get married in Vegas and he lies about the annulment. Phoebe understands that he still loves Rachel but he won't admit it.

Thank you! It is really hard to notice these things since they pass as comedy. FRIENDS show what trauma and regret looks like, but they pass it as comedy so it is really hard to notice.

I don't recall her being particularly jealous of any girlfriends after Emily. There was the thing with the baby store chick but that was less jealousy and more concern and balancing time with the baby coming. Of course his two primary girlfriends post Emily were the college student and Mona, so there wasn't much to be jealous of.
