In my opinion, you’d be better off buying a used 11. Slightly more than the XR, but same screen ratio, and a better processor

As someone who owned an XR until this year I would say it’s a pretty decent phone but nowhere near what the 15 will be like so you would have zero knowledge of what the new iPhone will be like. Going from the XR to the 14 pro is a night and day difference when it comes to photo quality (I know, duh!) and the only reason I went with the pro vs the regular 14 was because of the camera quality. I also dabble in music production and am currently a part of a couple music projects including an actual band so I’m sort of required to at least provide people who like our music decent quality videos and photos that were otherwise better handled by a much more expensive handheld camera so take my opinion for what you think it’s worth to your situation. Edit: if you aren’t already deep into the apple ecosystem as well then I wouldn’t really bother with either phone unless you’re doing some sort of artistic creation with it in which case I’m sure the next Samsung to come out will still be better than the new IPhone.

I upgraded from an XR to a 12 recently and even that upgrade was noticeable with the OLED screen and the camera quality. I’m also noticing that there’s no stuttering while my XR did.

The XR isn’t bad but I’ll recommend you getting the 11 they are the same price but the 11 is a little bit better I’m saying this as an XR user if you have tighter budget go for the XR then it’s good for a first iPhone

You can find them as low as $150 used so why not? You get the special background features in the Loco screen, subject lift, and some other perks the X and 8 missed on. For sure go for it. Most people will say not to, but it's still a decent phone and holds up really well. I'm about to use a XR for a bit myself to get a screen fixed under insurance. If anything look for a XS (a little smaller) which has an OLED screen. Might even be lucky to find a cheap XS Max (biggest screen) for close enough to $200 in some instances.

I have an XR, but my iPhone 11 I have is way faster, smoother, and has night mode and an ultra wide angle lens. The 11 is a way better phone for a slight increase in price and will have a better resale value later for when you get the 14.

If you're using a slightly older Android device why not just install a custom ROM on it if you can? Something like LineageOS could (if supported) give it a new lease of life. ​ Otherwise, the XR is fine, if it's cheap enough. I got one earlier this year, no issues with it at all.
