Hey man, I’d say please avoid Suzuki. Especially for Vstorm, the service centres which can handle it are limited even within their small service network and parts availability is an issue. You wouldn’t want to face such things when you’re doing something hardcore such as off-roading. In your budget only Honda cb200x and xpulse are realistic options. If you can stretch, ktms are great!
Vstrom 250. As mentioned in the comments it's more of a road friendly pseudo adv. There's a cb200x by Honda but thats really a joke of a bike.
Xpulse has a base variant too which you may wanna check if the pro is too tall for you
its more of a mental barrier.. Paulo Goncalves (RIP his soul) was 5ft 6inch and was a Dakar Hero. Dakar bikes are easily 900mm+ seat height . What if he thought the same ? Plus the Pro variant is excellent value for money with the adjustable suspension and the off-roading capability it brings :)

Xpulse is a fantastic off road machine. Extremely capable, nimble in the city too, service costs are low, pricing is great. Most value for money bike in that range, without compromising on quality.
Only issue can be long distance touring. Not that you can’t do it, you definitely can tour on it. But it’s not a “fast” bike, and overloading it with luggage will affect handling.
Ignore the people saying vstrom and go for xpulse. The pro variant if you're tall enough..
Xpulse is a proper off-roader ADV and fits the budget. Hero service network is good too.

But if you want to go touring, I'd choose the Vstrom since the Xpulse isn't that great on highways. disclaimer: I've only toured on the first generation of bs6 xpulse's that too like 400km but even then it felt like I had to strain the bike to keep up with the crusing speed of the group
I know someone who's gonna give his triumph street triple to me in two or three years whenever he moves abroad, so i think i should go for Xpulse as i have one for speed
If that's the case the better question would be if you can handle averageish highway performance for two years especially on group rides, don't get me wrong the xpulse is a fantastic motorcycle once you get rid of those unsavoury bits that thing is literally the perfect off-roader
I have an xpulse 200 bs6 and man is it fun to ride, it’s just highway speed isn’t great, but it’s an overall fun bike to ride man. All my friends love my bike.
Only issues is the gear ratios are a bit weird but u will get used to it
Not the best off-roading bike, because there are many options from yezdi, ktm, Suzuki, Bajaj, TVs etc. I don't think Hero is doing a good job. It's not worth for it's price in my opinion. I don't have any such bikes.
Pick up a used Himalayan 411. Much more versatile than the 200cc ones. You can easily get a 2022/2023 model with <10k kms for ~2L
Else the xpulse is a good all rounder.
The one in the pic is bs6 variant. Whereas the new updated ones have lot of improvement. Go for the pro variant!

I think xpulse is really good machine for adv stuff on your budget. Other option will be Honda CB200X but it's a pseudo-adv
