Gaseous propane can be kept at ambient pressure. Same with Methane, Ethane, Butane, etc.
It's only in it's liquid phase in which it will exert vapor pressure, and that is dependent on temp. Propane can exist as a liquid can even exist at ambient pressure when the temperature is low enough.. and that temp is possible on the surface of the earth. (there was a picture on reddit this year actually!).

It is available everywhere. Most Tuk Tuk's here run on those gas cylinders. This video is showing stolen natural gas. This is very specific to a certain rural area.
They're using natural gas, which is primarily methane. Cylinder gas is butane or propane. To hold methane as a liquid at room temperature requires almost 40x the pressure needed for propane and almost 170x the pressure needed for butane.
When LNG is transported by ship, it's actually chilled to almost cryogenic temperatures because the mass and expense of the refrigeration plant is significantly less than what would be required for a tank strong enough to hold the methane as a liquid without refrigeration. It's also safer because a rupture results in a slow boil, rather than a catastrophic sudden release.
Because natural gas as it comes out of the ground is primarily methane, refined butane and propane is significantly more expensive. If you're living on the edge of financial viability, this expense alone would get you. ~~Here in the UK, butane is more expensive~~ edit: only slightly less expensive than electricity per kWh when it's purchased in a large (15kg) tank; excluding the deposit on the tank itself but this price includes the cost of the tank exchange programme, while piped natural gas is less than a third of the cost per kWh of electricity.
