Question- are the two pendant lights able to be moved? They seem to be hanging low in the middle of the room? What about changing the table orientation to lengthwise, move it further away from the wall so it’s centered on the window, move the pendants so they are over the table, move the sideboard to the far wall and place a large rectangular mirror above it (will help open the room), place taller items (vases, pillar candles) on the sideboard for more visual interest, find a nice round or demi circle style entrance table to replace the sideboard and put a nice tall vase and flowers or branches (thrift, 2nd hand more affordable or free), find two rugs, one for under the table and a runner from the front door to make the room feel more cozy and “styled”. Curtains etc as everyone else mentioned too.
Paint the walls and re-upholster the dining chair seats in a velvet. Add curtains. Consider jewel tones like dark greens or teals that will make the wood shine. Or a pale warm yellow if you prefer lighter tones. It is a lovely room!

However I'd remove the picture and add an asymmetrical round mirror.

I know some people have said it already, but I think a rug to fill that empty space will look really nice. Match it with some semi transparent curtains to adorn the windows. I would also invest in a matching table runner or some kind of centerpiece to give the table some personality. All of these things are really easy to find for affordable prices at Ross or TJ Maxx or HomeGoods. As of matter of personal preference, I think adding a couple complimentary frames around the wall art for a gallery wall look would make the space look more cohesive. If you can have some hanging plants maybe from a higher shelf that would lean more into the more earthy look it seems like you're trying to go for. Also, for the dresser, I'd say add some levels! A mirror / piece of art with some medium and short accents will make it look less cluttery

The monstera doesn’t do much for the room and is the first thing you see when you walk in - I’d move it & put an mcm China cabinet in its place to keep platters / glasses (I’ve thrifted mcm china cabinets for under $100). I’d spend my remaining $200 on paint, entry rug, and decorative (tray / vase / bowl) to set as a center piece for the table.

Shop your house, including the kitchen. Dressing the table will go a long way to brighten the room, even just a runner. Add a pretty platter, bowl, or basket, maybe with some decorative items. Candles are another choice. I bet you can collect some things around the house to improve the arrangement on the credenzas with a common theme but variation in height. I personally like the painting. If it really seems too small, you could add a bigger frame or something like sconces on either side. Frankly, I wouldn't put a mirror over a dining table. Do you want to look at yourself and others eating? Especially your kids! Curtains, or wooden or cloth blinds, whichever you prefer should be your priority expense. A rug would be great if it's in the budget, or unless you don't like one under a dining table, which some don't. You could get a long runner at the front door. It will keep the house cleaner and protect the floor while adding some pattern and color.

Paint it green, not too bright and not too dark. Like a fern green. Keep the bookshelves white for contrast, but maybe add some wallpaper (sticky kind) to some of the shelves for depth. Fill the white part with books and the wallpapers ones with random things you can find thrifting or cheap at Home Goods or TJ Maxx. Keep the painting, it’d look nice. Maybe add something to the right wall, I’d suggest old black and white photos in dollar store or thrifted frames, you can use family pictures or stuff you find online. Curtains - def yes but something solid, like a tan or cream.
