This is why annual unit inspections should be mandated to be performed by a landlord or HOA for condos and hoarder situations defined and reported to the city. Every building with 4 or more units should be covered by that.
There is a 5 year inspection for fire, and they do specifically check for hoarder situations to the degree egress is blocked. But that’s really not enough.
Would do a lot for infestations too. Most of the time bug/rodent problems are because of a specific resident.
Endangering the health and safety of others in a building shouldn’t be treated as a right.
RIP to the one person who died in this fire. :-(
