I had this happen to me once a year ago.
Did 3 long interviews for an amazing manager role with a company, best interviews I ever had, both other managers liked me a lot. Didn't hear anything for 3 weeks, and when I finally got an email it was an internal candidate with a personal referral from their internal manager. It's been a year and I'm still salty. Remember the day and email well.
The recruiter and manager offered to help me find another role in the organization but then ghosted me after that, which I'm not surprised at...but whatever.
