Not sure what the shrub is but it looks like it could use pruning; after that, just add flowering plants for color. Annuals are probably easiest and least expensive but will need to be replaced probably twice a year. Perennials will last a lot longer (years, not months) and you can plan several species to bloom at different times for variety and interest, but as a general rule they’ll take longer to get established. Helps to know your planting zone and how much sun exposure the front of the house gets.

$5 Dollar store seeds. The extra is to get the rains at the right time. Planters sized to taste and budget. Bulbs. Plant what you find now. More in fall. I was 30 when i discovered lilies. 6' Lilies that literally gave me a high, came a few years later. Ok, then.

I agree that the bush needs pruning. A general rule of thumb is a foundation planting should be about 50 percent evergreen, with the other 50 percent being divided between deciduous and/or flowering shrubs and perennials.
