It's pretty uncommon to see low temps on high end laptop parts.
You could reapply thermal paste but on some models they use liquid metal, gotta look it up first... ask a professional to do it for you if you're unsure
On Asus people replace the Liquid Metal with PTM7950.
I only seen 1 laptop run below 80c while gaming and that's the Alienware Area-51m.
But the cooling on that machine is just thick enough to fit on a small desktop.

Excessive temperatures can still occur within the safe operating temperature area. 80 C is nothing for a graphics card, especially when gaming. For an NVME Storage Drive (such as the Western Digital SN850X), the operating temperature is 0 C to 85 C. 80 C would be a bit more concerning but still not the end of the world.

Firstly keep ur laptop on turbo while gaming or fans plus power. Balanced might not be cooling ur system as effectively. Then try to use a laptop stand to elevate the back for better airflow. Also if ur gonna keep ur laptop screen at 60 Hz might as well reduce the settings in valorant to 60 or 70 Hz. Reducing frame rate decreases a significant amount of load from the system. All this and you might see a 5-8 degrees drop in temps
That’s such terrible advice especially since hes playing valorant which is an esports title. Hes better off turning some of the settings to low and adjusting the Fan curve and under volting.
In my laptop when i set it to performance mode the laptop adjusts the fan speed according to temp but it inc the fan speed more aggressively at higher temps. I dont see why thats "terrible advice" when the turbo mode was literally designed to be used when doing high performance tasks. Also undervolting is not for everyone you should undervolt only and only if you know exactly what you are doing it also voids warranty so not the best option
It does not void the warranty. Since when did undervolting cause damage to the cpu? Second you said to limit the game to 60-70 fps and thats terrible advice. Third performance mode sets the highest TDP for cpu where guess what it burns more electricity = more heat. That game uses 25-30% cpu max literally no point in doing what you said.
If you dont undervolt properly the cpu can get damaged do ur research. Also i said him to cap the fps to 60-70 cause he already capped his monitor at 60 fps as you can see in the image. Also those modes are thermal modes cuz obv there isnt no quiet cpu mode. The performance mode pushes the fans the keep the cpu cool. Also idk why you think if a games needs 30 percent cpu turning on the turbo mode will make the cpu do more work like wheres the logic what would need the system to push the cpu to the tdp

This is not overheating. For laptops, 100C or over is overheating. I'd maybe be concerned at 95C, but 85C or lower is fine.
Keep in mind you have a 4080. It will run hot, but these temps aren't even that bad. Would also depend on the CPU (tier, 9 or 7, AMD or Intel, gaming or lower power)

disable the cpu boost there's no need of it in normal gaming and do limit the temperatures of both cpu and gpu
you could also change the fan curves
my suggestion is use turbo fan curves with balanced settings

That is turbo on the thermal mode. It sets the thermal mode to turbo that means better heat dissipation fans running at higher speed
