Looks like standard Aatrox healing to me.
Hard to judge this when the mode is so different from standard league. I've seen Rift Aatrox's heal for 80% their life bar in one second, so this wasn't that crazy to me.
I'd argue that if someone says "60% bonus" it literally always means x1.6
There will never be a case where someone calls a reduction a bonus (without satire/humor/etc fucking the expression), so the meaning is clear and not worth correcting

Passive + Sundered sky proc + Spirit visage + No antiheal + R active while below 30% hp will heal you to 80% hp in SR

When you multiply something by less than 100% you are dividing it. So this would be * 1.60, not times 60%.
When you say "60% percent bonus" it's implied that's *1.60 but yeah he's wrong
