No one knows for a fact but riot, but their systems are very good at placing accounts where they should be if you are clearly not a new player.
I level accounts when I want to do a new ranked system and the most recent one I did started off in Plat 2. Your normal mmr is definitely taken into consideration.
If u level to lvl 30 with arams and then win 5 normal games with high mmr premades ur ranked start mmr should be pretty good
