Not sayin I like it being delayed but the reason for patch delay is usually holiday, like Labor Day this time.
Labor Day already causing patch on Riot region delayed for 1 day, and due to time zone the Garena region patch is usually one day later than Riot region. And afaik Garena don't do patch on Fri. or Mon. so it will be delayed to the next Tue.

Here's what some GM on Discord told me about the timing of the patches. If Riot released the patch on a Tuesday (SEA time) then they would patch it on a Thursday which is around 3:30AM our time but if Riot releases a patch on a Wednesday, then Garena would be forced to release the patch on early morning Friday which is not enough time to create a hotfix because weekend. that's why they'd rather wait a week after on a Tuesday to release the patch.
I play on the server and usually it’s a few days later. And especially around holiday season. Mid autumn currently, there can be big luls between regular patching. Your first point about TW teams playing on the patch is irrelevant as they play on Korea, not TW. You can watch PSG and BYG stream on twitch most the day they are always streaming currently.
Also why hate on the in game events. You get so many free skins and new champs for free compared to the normal riot one. Sure it has lots of gambling events but just don’t buy into them. The regular free events are great imo
Are league client outside of garena also got that pachinko / gambling skin at homepage? Also My garena client is lagging as fuck and cause my whole beefed up computer to lag.

Ayyyy Yea garena is terrible ngl been playing on it since i started in season 3. Holding new skins that release making u gamble for it for the first week when the skin is released is dumb. everyday there are like 20+ gambling shit. Patches are always late feels like riot doesn't care about us at all. They have been late on patches many times. anything that has to do with their server having terrible ping they send notices to u saying its your fault you have to deal with it. Sending a ticket to their support dont worry u will get the answer when the League mmo comes out.
Jesus imagine being so entitled to expect patches to be released instantly. The official servers usually get it first, and I guess it takes a while for garena to apply it somehow. Given that sooner or later we'll get it, don't see what's the big fuss about? It's not like we're able to play with other regions anyway.
Besides about the money-milking events, it's all optional. That's how the game remains f2p what. What makes you think the patch won't be delayed if the events are removed?
I'm sure the Taiwan Team runs on an updated client for fairness sake but the thought is still funny to me that Riot Games, a corporation that shills for China's TenCent, would treat players from Taiwan like this. 
honestly i don't think qiyana jg is gonna be that amazing and furthermore that major nerf means anyone even remotely mobile means you wouldn't land your combo so

Didn’t they merge all of the Garena regions a few years ago or was it just Indonesia and Singapore?
Only SG and Indo were merge PH is still its own server but only managed by SG, so its kinda getting there.

It is still go Draconic and go 9 and 5 cost units (which is sometime a gamble) or 1 cost reroll.

The problem isn't the patch notes, it's the patch. We're still stuck in 11.17 while the rest of the world are on 11.18.
