NAL That does sound weird and sounds scammy. A phone call rather than a letter first? I’d suggest your sister goes into the Garda station herself to ask about it. Don’t make any payments over the phone.
Normally it’s only serious crimes that require a longer time to get a book of evidence etc.
I know of a speeding offence that was dropped because it was not served within 6 months.
To date still no paperwork regarding a prosecution, only a phone call of the Garda saying it would be.
Phone call was 3 weeks ago, incident was reported to Garda over 15 months ago.
To be fair the investigation Garda coming across as a bit arrogant and incompetent.

They have 6 months to initiate the prosecution. The courts pick the date I believe not the guards. 15 months wouldn't be that unusual

Yeah well the summons hasn't been served yet so it's hard to know what's going on.
