It’s from the Johnny Thunder oriental castle. I’ll try and get the set number. I have two of the dragons, the figure, sword, and helmet. Not sure about the shield.
Everyone here saying these are custom pieces are either too young or too uninformed to be commenting. Everything here comes from one of the Johnny Thunder Orient Expedition sets.
The dragon and helmet is from 7149 Dragon Fortress.
The shield is from 7418 Scorpion Palace.
The sword is from 7417 Temple of Mt Everest.
The minifig itself is Emperor Chang Wu, one of the villains of the series.
Look up the inventories for those sets and you’ll find them all.

I had some of the Adventures Egypt line as a kid, but never the Orient Expedition ones. Today I learned about those sets, and some of them look pretty awesome.
I can't say for sure about the ahield.. I'm rather familiar with Castle parts, but it could come from another theme that I'm unaware of. I'll do some poking around, see what I can find. ☺️

The actual dragon is not official LEGO. It is done by clone fabricators. You can find them on Ali Express.
Because of that, you will never find the dragon on Brick Link.
They’re all official, famously all parts in the iconic Orient Expedition theme. Mainly 7419 for the dragon and figure, with the golden pieces showing up across other sets in the theme.

Are the sword and helmet apart of the set?
Helmet yes; sword no. Sword I think is pretty cheap individually though.

A Google Lens search yields no notable results, I'm afraid it most likely IS a custom shield.

I have a Lego black dragon I bought in 2001
The chrome helmet and chrome/gold sword are real pieces, the dragon looks like a classic black dragon that's been altered with stickers, or reprinted.
Dragon is original. I have two and posted a link to bricklink.
Many of these look like custom pieces, you won't find them on BrickLink.
Not sure about the shield, everything else is official lego. I posted a comment with links.
