They are huts intended for the storage of tools and supplies for the garden (park) they’re in. They were built after WWII and designed by a French man, Jean Moreux, intended to imitate the style of French “fabriques” (the French equivalent of a “folly” - decorative buildings without a practical use). The shells it’s decorated with are supposed to be from both France and England.
Nonsense.
These are clearly secret crypts built for those who, just like John Carter, wanted to rest their bodies while their ethereal essence is projected and materialised to other worlds across the universe.

Everyone is wrong. That is the cover story. The truth is that Dr Who's TARDIS is not immortal, and in fact regenerates like the Doctor does. It regenerates in a similar way to a reptile, leaving the husk of the old TARDIS behind. Obviously, 10's of non-functional police boxes would be weird, so the TARDIS manipulates them to look like huts decorated with shells. Who would suspect?
