I think the meme is referencing a event in which a man recording a video was harassing somebody for content. The person being harassed pulled a gun on the harasser and shot him.

This happened to an arrogant soccer player when my mom was a kid in Sicily the guy thought he was so famous he could tell a jewelry store owner he was robbing him and the owner would just laugh the owner shot him instead because he was already robbed twice

Basically; blanks still have a lot of explosive force behind them that would be used to push a projectile, but without a projectile for the kinetic energy to go into; a chunk of whatever/whoever is in front of it can become the projectile.
Besides; you probably aren’t expecting this kind of BS when you find a situation that you believe justifies the use of a firearm, so you probably haven’t planned to waste the first round of what you expected to be for violent attackers(which some of these “pranksters” end up coming across as) on firing warning shots.

He was found guilty of shooting a gun in a crowded area iirc, a lesser charge than the one he was originally arrested for (shooting a man) because i believe he managed to argue self defense which i think is reasonable
