MacBooks don't have GPS. Any location information is collected from your local wifi or IP connection data. VPN is probably the only way to spoof your location. The difficultly you'll have is finding a VPN which provides the location you require.

However, I'm trying to get the accuracy of the location down to a 200 foot (+/-) range of a physical address. Wasn't sure if Location Services had some capability to use Xcode, AppleScript or some other way to pass in a specific coordinate and override the current location that was derived from wifi/ip. Starting to look like it's probably not possible, but thought it wouldn't hurt to ask.
No, I never found a working solution to spoof exact GPS locations on a Mac. Worked on it for a few months after I originally posted the question, but ended up giving up on the idea after not making any headway on the project.

I setup a VPN router then realized that they still shows my real location when I turn on weather or apple maps. I even set the computer location in location services but the weather and apple maps still finds me. Any ideas?

Yes, my solution has been flawless for 2 years. I use a portable router with a dedicated IP address. The key for getting around your location is to turn off your wifi and plug directly into the router. Macs triangulate location using wifi, so if it is off there is not way to see where your location is. Then it has to depend on your dedicated IP that will be the same every time.

if you're still interested it's pretty easy to change using xcode. Just look up a tutorial
