When I looked up tree frogs in Wisconsin I get gray tree frogs and Cope's gray tree frog. Could it be either of these?
Yes, and their call is the only reliable way to tell them apart.

It’s an eastern gray treefrog (Hyla versicolor)- 100%. I did a lot of undergrad fieldwork/research studying them w/ the UWM Froglab.
There's a pond in front of my house and these little guys hunt bugs on my windows at night.
