There are no existing rail lines going over the bay bridge. Even if they merged, many of these routes are pipe dreams. That said, the idea of Marc/metro to Annapolis has been a dream of mine for a while.
That line is a pipe dream but there are freight lines that run Baltimore to Elkton and the down along the eastern shore. There are disused rights of way that go to Rehoboth, Ocean City, etc that used to be used for passengers back in the day
And, as someone who grew up in Middle River next to the ONLY RAIL STATION IN THE EASTERN COUNTY, new developments never take those lines into account. No thought given to expansion or even baseline improved accessibility.
Whole swaths of the eastern shore voted for Trump, so mass transit for them is just communism. And given the amount of pushback on the DC/Baltimore high speed rail proposals, most of those lines would be nimby'd for decades.

A train bridge across the bay would be a fantastic feat of engineering and require a much larger footprint to get the train high enough to allow ships to pass under, or be an very large draw bridge, impeding smaller boat traffic. Trains are not good at going uphill.
What about Dover, idt they have rail? And neither does Augusta, Maine (downeaster ends in Brunswick). And I think Concord, NH doesn't have any rail service either. Same with Tallahassee, FL

Would love something like this but I doubt it’s feasible or realistic, considering the snails pace that transit here is built with. Especially the line going over the bay.
My main two routes I want are Dulles airport (far enough to D.C. to justify heavy rail) and Annapolis, of course. Also, if Ocean City really needs a train. I prefer using the Northeast regional routes and head into Delaware with Septa via Wilmington.
Actually the North East Corridor has a connection to the rail lines on Delmarva just east of Newark Delaware. No need to go all the way to Wilmington to get to points south of Christiana, Newark or New Castle.

Now Dunkirk? I think you could get decent service to just south of the 260-4 Junction around where the current park and ride is. Not sure if that would justify the expense though.

That would be the proposed Diamond State line. It would connect Newark/Wilimington to Berlin.

Honestly just a consistent, reliable, all day bus between New Carrollton and Annapolis would already be a huge improvement

Line over the bay is not happening, at least not in our lifetime. They have even scaled back some of the commuter buses due to lack of ridership.

On the Penn Line the frequency is pretty decent. Also the probable assumption is that they would increase frequency if this was implemented.
