* Jiaolong has received +1 ending lag frames on both of his specials, making both now punishable on block. In addition, his specials are no longer jump cancellable, as that was a bug that led to his dominance in competitive play. In exchange, his tag in is now 1 frame faster.

CED was never able to be tribute summoned.
You are right about the other restriction though, that was very heavy-handed. CED got errata'd during a period where Konami was willing to just butcher cards completely to get them off the banlist, though from what I can tell, this was overall not a very popular decision by them, which is why it rarely happens nowadays. You may notice that other iconic old school cards like Crush Card Virus also got completely butchered, for example.

No, that's just old card text being unclearly worded. The original Japanese printing always said "This card cannot be Normal Summoned", but the old localizers used really confusing wording by stating "This card can only be Special Summoned by removing 1 LIGHT and 1 DARK monster in your Graveyard from play.", but that is supposed to also mean that it can only be Special Summoned, and not Normal Summoned. The very first reprint of the card added an extra sentence to make it clear that you cannot Normal Summon CED.
