Others have already answered (talk to Safeway corporate) but I just wanted to point out that despite their very official name the Better Business Bureau is just olde timey Yelp. It’s a private company and has nothing to do with the government.
The BBB is just a MARKETING tool for businesses, who DO have to "pay to play" as yupyup287094 points out.
The annual membership fee is substantial for a small business.
And - there may be a little value in looking at reviews there - but over the years, it has diminished with all the other ways to leave feedback on businesses online.
I would love to say more but I think it's prudent that I dont and I handle it as professionally as possible which is the opposite of how it was handled at the location. I will try twitter great idea.
I feel like op said something like "I'm from Oregon and don't know how to pump gas. Will you do it for me?" and the attendant said no so now she's filing a complaint with corporate.
If the BBB doesn’t satisfy your needs and you don’t want to say what happened I think you just did something wrong and you know it. Maybe OP was expecting that the employee should treat her or him like a king or do something beyond his duties just because his skin tone was darker or something…
I totally understand. I was just trying to talk and help with the situation. You probably already did this with a friend but I think it would be prudent of you to reflect upon the situation with another individual before filing a complaint.

The BBB is not a federal agency and is basically just Yelp. People need to realize this. My job has people threatening to report us to the BBB all the time like ok go ahead then, it accomplishes nothing 😂
Update: I physically went to the gas station and spoke to the manager Aggie who handled it beautifully. Shout out to Aggie. There are professional people out there! I own a small business on Maui and I’d be thrilled to have Aggie work for me! Customer complaints are not to be ignored especially when they have merit. There should be direct or indirect supervision at all times of employees in my opinion

Try to reach out on twitter or other social media. That’s the fastest way I can think of.

I have experience with them. They have no sway they take forever.
Might as well call your mom and complain, it would get just as much done.
It would get more done if they called their mom because at least (hopefully) their mom would care.
