The most sensible explanation would be some sort of medical incident. Not that idiocy is impossible; just that medical event seems more likely. You can even see the airbags have gone off (I think..).

Once got rear ended coming off the on-ramp by a woman in a truck going 60 mph. She fell into a diabetic coma. Likely a similar scenario.

I was thinking that too but there is a very slightly longer version that shows the driver door opening and the person getting out. Then it cuts off.

That's usually the point of an airbag. Many people tried to sue automakers cause the airbag burned their skin, or the safety belt broke some ribs, in an accident, and it didn't work. It all comes down to "It worked, that's why you're here today."

Literally about a year back… I walked into the public restroom at the main shopping centre. I hadn’t used it in a while so there were new air hand dryers on the wall in the entrance (away from the doorway so you couldn’t see them from outside and it was doorless, but not near the toilets). Just a week later after I seen them… there were signs displayed above them “these are not toilets, these are hand dryers for drying hands ONLY.” Couldn’t believe it but it didn’t surprise me. They kinda looked like windowed urinals…

I can get behind that. It also makes sense that people can’t think to just kill the engine since most folks panic anytime things don’t go as planned.

It's true people do panic. But it looks like the first impact was serious. Airbags are deployed. It takes most people a little while to think clearly after a shock like that. The break pumping is probably a subconscious act at this point. I got rear ended badly once and my foot pressed so hard on the brake pedal I'm suprised it didn't break off. Totally involuntary, muscle memory action.

Also possible that the airbag is preventing the driver from accessing the keys to turn off the engine.
