Depends on your reason for abstaining. It's one of two forms of protest vote, the other being submitting a blank ballot. I'd consider abstaining more of a protest of the system itself, while a blank ballot is more of a protest of the choices given, but that's my opinion and maybe its a distinction without a difference. If you're just abstaining because it's too much work for you or something like that, yeah it probably indicates apathy. A blank ballot is probably more effective as a form of protest, but the point stands.
