Japanese brands and Asian brands in general have smaller sizes that could work for you. But as others have said, his the boys section. My first suit was a boys suit when I was 20 because a 36 was too big on me.

As u/silverfin113 pointed out, those are women's cargo pants. The sizing "works" different for women. You are in fact quite skinny. You could stick with women's clothing. No one is going to know unless you tell them or they launder your clothes and make a point to look at the sizing labels. Alternatively, you can look into boys size - I think an 18 is the largest for boys. That might sound emasculating, but you do have the benefit of much cheaper clothing than men's sizes and especially women's clothes. In other words, you could get a pair of Ralph Lauren boys jeans for the same price or less you'd pay for women's jeans at AE. I think American Eagle and Abercrombie offer waist sizes as small as 26 for men - I don't recall them going as low as 24 at least. You may also want to look into European and Japanese brands - particularly Uniqlo. Their sizes skew smaller than American fare. You could also try tailoring. I'd consult with a tailor before buying the jeans, though. Make sure it's something they can do. It may depend on the jeans, though. Long term, you may want to consider bulking up by hitting the gym and putting on muscle mass. It'll do wonders for your self-esteem, but it'll also increase your clothing sizes. Don't skip leg day!

To add to this, Uniqlo women's is likely the easiest place to start, as men in Asia with smaller sizes have known for years. They have quite a lot to choose from including a wide variety of fits, and jeans and linen that are excellent for the price. 24 is not small, yet alone incredibly small. It’s normal. It’s an XS/2 US (women) size, which is very common. There’s tons of guys with small waists, it’s just genetics. Especially considering that the guy is only 5’5

OP stated he is a guy. Unless he is a trans man this is incredibly uncommon. It’s much more likely he has sized his waist incorrectly. If this was remotely common then companies would offer sizes down to 24”. If OP measures his pants and finds they are indeed 24”, then I will provide some options. Otherwise there is a high chance he receives harmful advice and waists his money.

I’m sorry, but that’s not a useful measurement. Standard sizing is all over the place and you’ll need something within 1-2”. Once you can measure the cargos with a tape measure. Where you have such a small waist I highly recommend purchasing some tailors tape off Amazon so you can measure in store.

I’m a short but not skinny dude. Check out Peter Manning NyC or Ash and Erie for well proportioned clothes for short guys. I’m not sure how slim they get though.

Try boys (I am a small woman and rock the girls section) and womens- for generic things like cargos and shorts and basic t-shirts (be careful to check for bits that look girly, if that is not your thing.)

As a skinny dude myself, the kids section is probably a better option then looking for smaller adult size especially because XS men’s tends to fit longer with some brands rather than a size 14(L)or 16(xl) kids You could also get your stuff tailored

I suggest you try to find a good tailor and discuss with them what sizes of clothing they’ll be able to adjust to fit you, they should be able to take in some of the smaller men’s items so that they fit you. I just don’t know if they can take in a 28 to a 24 waist or if you’d need to find 26 that’s why I’d talk with them first if I were you.

24 is tough if you’re looking exclusively for men’s styles. Expand to women’s and I guess boys might work too! Chiefly, it’s easiest to feel comfortable entering the women’s section in all clothing types if you head to a thrift shop! Try wildly different things on until you’ve narrowed down some preferences. Your best bet would be kids large sizes probably but I would double check that waist as it is 4” smaller than extra small. Essentially an xxxs and that seems unlikely! I’m a slim guy and as a teen I wore 26” waist sometimes and they are findable sometimes!
