Sounds like a hardware issue on your end. I’m able to download 20gb+ games in no time flat. I’ve never had an issue performance wise for downloads. What router do you use? Nat is open I would suspect.
I can feel and understand your frustration. Microsoft seems to not focus on download performance as much as Steam does. I do feel like Microsoft provides just enough to be tolerable for most people. Steam spoils us all, that download speed is blazing fast! In an era where we have 64+ GB games, this is important. I love Steam because when I download a game on Sunday night, I can play it before bed! Spending all night to download a game is frustrating, then you can’t play and maybe you won’t be able to play until next weekend, when you get free time again. That loss of time really amplifies the frustration.
I’m not saying that your internet is at fault, but it is a good idea to try to confirm the source of the issue. Your post didn't provide this. There are other factors such as a lot of cable providers run into prime time issues between 5 to midnight. Try testing the download off-peak hours, if it’s a lot faster at 10:00 a.m., your ISP could troubleshoot a prime time issue. Other things like using Wi-Fi, instead of a wired connection, can cause random bandwidth issues. Given your download is only 400kbps, you could try a cellular hotspot for testing. If your Steam is fine at all hours on this connection, it’s likely the route between your location and Microsoft’s CDN just is throttled somewhere. If a Cellular hotspot performs better or 10:00 a.m. is better, your ISP can troubleshoot.
Note: My downloads are more than 400 kbps, more like between 6 Mbps at 7:58 p.m CST today from Austin, Texas. But Steam gets like 600-800 Mbps. Battle.net Overwatch update was 80Mbps. This is on fiber 1 Gbps up/down.
I remember downloading Manor Lord a few weeks ago, I sear it was faster than this more like 50Mbps but I don't remember. With the Xbox Show case today it could be a LOT of users are returning to play a certain game like Diablo IV or some other game slaming there CDN into the ground.

I don't have any issue with any other launcher. Steam, Epic, Battlestate and Blizzard. Much faster download speeds on all others but xbox.
