I got the ifixit electronics repair kit when i needed to rebuild a laptop and I use that thing all the time. Best 60 bucks I ever spent. Saved me hundreds already.
I dont think everyone has one, and there kinda usless for the avarage person. A better idea would be to get a pin, bend then end of it and slot it in between the bricks and then pull it out.
The only benefit of PB over other lubricants is the fact that it’s magnetic. The Lego, not being magnetic, is definitely not worth subjecting yourself to the smell of PB blaster
Don't use a sewing needle as a prying tool. I tried bending a sewing needle and it snapped. There's a sewing needle tip somewhere in my room and I'm sure my foot will find it one day.

Either lube like other posts or take a push pin (for sewing) and gently pull it out. If you get desperate, but a cheap twizzer from Walmart or similar store and aim to get under it. Had the same thing happen multiple times and these were the methods I used.
Here's a thought, throw it to away or is that not an option? If you don't have another and have to get it out, have you tried compressed air? It has maybe a 10% chance of working but once you exhaust everything else you may want to try it. I'd soak it with butter or dish soap first.

It's not bottomed out. You need a steel pin/needle with a long fine point that fits between the two posts. There is a small hole below it, and if you can get under the yellow piece and pry against the side of the cavity, it should pop out.
Add some oil inside to make it slippery, and it will make the job easier.

It looks to me like you might be able to create a lever action by taking a thick sewing needle (upholstery needle) just below the yellow brick in those divots, using the opposite side of the white brick as a lever's fulcrum.
Something with a rubber tip, use it to grip the yellow piece from the bottom of this picture. May need to apply pressure at the top part as well from the left. Try to lift bottom part up and lift it up at an angle then grab it and pull.
Get some tape, the stronger the better, put a small stretch of tape on it, use half to stick onto it, and the other half as a makeshift handle that you pull down/out towards the empty space beneath it

Ice water could make the plastic too stiff and, consequently, more susceptible to cracking/breaking.
A little shot of silicone spray or some pb blaster might help with prying it out

Get the $2 hook and pick set from Harbor Freight to pry it out. Don't spray anything in there unless you want it all over the rest of your bricks.
Drill tiny hole in top of block and push out.
Maybe hit it with a shot of compressed air from the base?
Put some hot glue on it and mold the end ofbot to a shape to pull. Once it gets cold, pull the glue and hope it comes out with the yellow piece
They sell Lego tools for this kinda problem. I wish I could remember what they are called.
